From 24th November 2025, Westminster City Council is introducing a Selective Licensing Scheme that will affect many landlords in Prime Central London — including Knightsbridge, Marylebone, Pimlico North and the West End.

If you own a privately rented property in these areas, even a single flat, you will be legally required to apply for a Selective Licence. The cost is £995 per property, and non-compliance could mean unlimited fines, criminal prosecution, and being listed on the Rogue Landlord Database.

Key Dates for Your Diary

1st October 2025 – Licence applications open
24th November 2025 – Scheme enforcement begins

Which Properties Are Included?

Any privately rented property in the designated zones will be affected — whether it is:

  • A one-bedroom flat
  • An individual unit within a larger building
  • An entire block of apartments

Even landlords with just one property in scope must apply.

Are There Any Discounts?

Yes, the council is offering:

  • 10% for accredited landlords
  • 20% for properties with an EPC rating of B or above
  • Additional savings for multiple units under the same freehold application

Why Is This Being Introduced?

The scheme is designed to:

  • Improve rental property standards
  • Enhance tenant safety
  • Reduce poorly managed homes

While these goals are important, it does place additional compliance and cost pressures on landlords already operating in a heavily regulated market.
