London landlords are facing a busy year of regulatory change as local authorities tighten licensing schemes and reinforce safety deadlines. The new requirements affect both private rented sector landlords and property managers.

Boroughs including Camden, Southwark, and Newham expanded selective and additional licensing schemes in Q1 2025. These schemes require landlords to register all privately rented properties — not just HMOs — and demonstrate proactive management.

Property Ratings

New energy efficiency requirements are also being phased in. While the planned minimum EPC rating of C for new tenancies was delayed, local enforcement is ramping up reviews of properties rated D or below. A revised national timeline is expected by autumn.

Additionally, landlords must ensure five-yearly EICR (electrical installation condition reports) are in place for all properties. A backlog of renewals is expected this spring, and penalties for missing documentation are increasing.

Gas safety certificates, carbon monoxide alarms in all rooms with fuel-burning appliances, and Legionella risk assessments continue to be areas of focus in local inspections.

For professional landlords, 2025 is about keeping compliance central. Experts advise conducting mid-year audits to catch any missed deadlines. A well-managed property is not only legally sound — it also retains value and tenant confidence.
